• Massive budget cuts: For the fiscal year 2026, the Trump administration proposed a 55% cut to the EPA's budget. This reduction would be the agency's lowest budget since 1986 and would affect federal and state efforts to protect air and water quality.
• Scientific research hobbled: In July 2025, the administration shut down the EPA's Office of Research and Development (ORD), its main science division employing nearly 1,500 people. For FY26, the budget request included a 52% cut to the EPA's science budget, eliminating over 1,000 science positions.
• Layoffs and furloughs: In October 2025, the EPA began laying off employees in response to the government shutdown. The agency has already lost thousands of staff since 2024 through layoffs and other incentives. In February 2025, the administration placed 171 employees on administrative leave and eliminated the Office of Environmental Justice and External Civil Rights.
• Grant cancellations: The administration has frozen or canceled hundreds of grants intended for environmental justice initiatives, diesel emission reductions, and clean energy projects. Some of these cancellations followed court rulings that the cuts were unlawful. 

• Reversing climate regulations: The Trump EPA announced in July 2025 its intent to overturn a 2009 scientific finding that greenhouse gases endanger public health. This would eliminate the legal foundation for regulating climate pollution from power plants, cars, and trucks.
• Weakening Clean Air Act rules: The agency is reconsidering numerous standards that limit pollutants from vehicles and power plants, including rules concerning mercury, air toxics, and soot. The EPA has already granted temporary exemptions for some power plants to meet mercury and air toxics standards.
• Undoing Clean Water protections: The Trump administration repealed the 2015 Clean Water Rule, narrowing the scope of federal protection for wetlands and streams. A 2020 replacement rule was later thrown out by a federal court due to environmental harm, and the Supreme Court further limited EPA jurisdiction in 2023.
• Promoting fossil fuels: Executive actions and policy changes have favored increased domestic production of fossil fuels by expanding drilling on federal lands and rolling back regulations. These actions also include repealing incentives for renewable energy and attempting to roll back state-level climate laws.
